Forest data governance as a reflection of forest governance: Institutional change and endurance in Finland and Canada

The rapid development of new digital technologies for natural resource management has created a need to design and update governance regimes effective transparent generation, sharing use data. In this paper, we contribute novel area investigation from the perspective institutional change. We develop conceptual framework analyze how emerging data is shaped by related governance; complex, multilevel systems actors, institutions their interplay. apply study forest its roots in Finland Canada. Finland, an emphasis on open associated legal reform represents instutionalization mixed data-bioeconomy discourse, pushed higher-level requirements towards greater openness changing actor dynamics relation diverse values. Canada, strong lock-in around public-private partnerships engendered approach that based voluntary agreements fragmented management, conforming with entrenched interests autonomous sub-national actors thus extending path-dependence governance. conclude proposing could be further developed tested help explain which factors condition formation subsequently (re-)distribution benefits they govern. Transparent efficient approaches can enabled only if analysis given equal attention technological solutions.
